SUBJECT: SPEEDING ON SOUTHEAST PUGET DRIVE
Dear Sir or Madam:
The City of Renton conducted a speed study on Southeast Puget Drive. We reported the results to our Police Department to aid them in their enforcement efforts. Based on the results of our speed study, on June 28, 2021, the City of Renton officially reduced the speed limit on Southeast Puget Drive to 35 miles per hour. I am currently reviewing a work plan to add Driver Feedback signs to Southeast Puget Drive. These are radar actuated signs that display the real time speeds to approaching drivers and remind them to “slow down.” To enhance pedestrian safety, there will be sign improvements at the existing crosswalks. To aid drivers, there will be improvements to the clarity of existing guide signs. This work will cover the area between Grant Avenue South and 116th Avenue Southeast.
The City of Renton only installs physical barriers, such as guardrail to prevent errant vehicles from entering unrecoverable terrain which is likely to cause serious injury or death to the occupants. Examples of such terrain include cliffs and deep bodies of water. Physical barriers, such as guardrails and walls are hard objects that can injure or kill vehicle occupants if struck. Southeast Puget Drive has generally flat terrain outside of the roadway. Errant drivers who depart from the roadway should be given every opportunity to direct their vehicles back onto the street. Our experience has determined that most drivers that accidently drive off the road eventually steer their vehicles back onto the roadway. Nothing prevents owners or managers of private property from erecting solid barriers for their own protection. However, in so doing, you must bear the previously mentioned liability. The official reduction of the speed limit will aid enforcement on Southeast Puget Drive.
On October 19, 2021, I issued a work plan to install fixed mounted Driver Feedback signs to Southeast Puget Drive. These are radar actuated signs that display the real time speeds to approaching drivers and remind them to “slow down.” These signs will be installed for a period of about three months before being rotated to other locations in the city before subsequently returning after approximately one year. This is because drivers have been known to become use to the signs and begin to ignore them after a while. Rotating the signs keeps them fresh in the minds of drivers. The sign facing westbound traffic will be installed west of 116th Avenue Southeast, near the water tank. The sign facing eastbound traffic will be installed east of Grant Avenue South.
To enhance pedestrian safety, there will be sign improvements at the existing crosswalks. To aid drivers, there will be improvements to the clarity of existing signs. Subtle changes in the position of the signs will improve their visibility. At the marked crosswalks at Jones Place Northeast and at Southeast 19th Street, the City of Renton will install pedestrian flags.
