Requirements say: Styles, materials, and dimensions of the proposed fence shall be compatible with the context of the neighborhood and the use of the property.Since there are 3000 feet of nice metal fence right next to it, I think they got the context wrong.
I submitted this previously. It was assigned to zoning - then closed without any comment or resolution.

The 300 yard contextual fence next door is a clue that there was no permit.
