City water leak

The manhole cover sits to high. My lawnmower hits it everytime I cut the grass. I also tore off a leveling jack on my camper putting it in the backyard. Can manhole be lowered?

The water meter is in the ground about 6-8 inches, I saw the Mailman trip after stepping into it
Can it be raised to ground level also two plumbers told me that it was very hard to shut off water. I had to call one out since I could not shut off water..

Trees and brush need to be removed or cut back in order to clean trash from lake. My lot is on the corner of the lake and collects trash and dead fish under the trees and brush. If vegetation is cleared I can get to lake and remove trash and dead fish as needed. Thank you for looking into this matter.
