Dead tree still standing

City guys came and took another tree down and left the dead one I am talking about. What happen here?

Dead tree will fall on street or sidewalk. There was one next to it that recently fell. Luckily it fell on the lot. This one is leaning toward the road and could potentially hurt someone.
