Sidewalk - Damage

The tree that the City planted in front of my neighbor home has damaged the sidewalk. The sidewalk has lifted really high and is a safety issue, the roots have also damaged our shared driveway. This is the second request to make repairs. The City came out and put a little concrete in front of the part that is lifted (not sure why not just fix). Also, the branches from the same tree has grown into our power lines, who is responsible for trimming trees the City plants? It's only a matter of time before someone gets hurt.

You can't miss it. It's the house next to mine that has a large tree, where the branches are growing into the power lines.
