Description
Students crossing to and from Carlton Comprehensive are frequently J-walking outside of the designated sign. Add to that fact that it's a high traffic area, several entrances to the store across the street and the school and also a u-turn and it's an accident waiting to happen. Students should follow road rules, but it's not entirely their fault. The school board and the city should work together to come up with innovative solutions before someone gets seriously hurt.

Waldo: JayWalking IS Illegal in P.A., and elsewhere.
and the City Police Chief even one time directed drivers to NOT stop for JayWalkers, as it can cause far more issues.
I, personally, do NOT think it irresponsible to Expect students to follow the Law. In fact, I believe this is something that needs to be covered in the schools Each Month in a briefing.
I do not believe in making excuses for lawbreakers.
Look around. the disrespect being shown for the rule of law is becoming Rampant

Yes, we do not specifically have a JayWalking law... but we have enough laws to enforce, that could be used to prosecute pedestrians who obstruct traffic, regardless of how you word it.

also the other one is the provincial highway traffic act, which covers Carlton school along 6th Ave...
so, I guess I was Wrong and You are correct. P.A. does NOT have a bylaw that uses the word "Jaywalking" but by refering to obstructing traffic flow, that is exactly what it does cover.

Wiser than me: can you direct me to the relevant sections or the city bylaws where it states 6th Ave is NOT Highway 3?

I have read the bylaw, but I am not sure what section you mean that I should read. Please post the relevant section there too please, as if you are truly wiser than me, you should be able to find it and post for all to see, as I cannot find it.....

there is a Blue Highway Marker Sign by Superstore that reads: 3 East... that would tell me that the City has NOT designated 6th Ave as NOT a Highway. So the Provincial Act would apply also.

also, I don't think JayWalking bylaws are really a good thing. Read Saskatoon's and you will see that you cannot even legally walk across your residential street to visit a neighbour.
is this really what we want?
I honestly believe if the Laws as they are now are enforced, things would improve. adding another bylaw that will not be enforced does nothing.

so Wiser, it appears that the Bylaw Enforcement Unit IS also part of the PAPS. And I have contacted the 953-4222 number and been refered to their unit.
(this is Fun. I hope someone takes the time to read the bylaws and learn something. Then this thread will not be in vain)

if you drive Hwy 55 form the pulp mill to the city, you will see DofH using plow/sanders well within city limits. also, according to City Hall, for grass cutting, the city is only responsible up to Pederson Place, DofH is responsible after that.
shared jurisdiction. But again, Where has the City declared the highways END at city limits?

try cab drivers, delivery drivers....
perhaps one should straddle the lanes so vehicles coming from behind have to think about what is going on before they pass..... just a thought
