Follow suit of larger congested cities and get an overpass crossing walkway built, it makes a big difference to traffic flow and ensures safety for the pedestrians.

Something needs to be done about this issue, I have seen the traffic backed up past the lights on 28th because of the kids crossing the road. Some of them do not even look to see if it is safe to cross they just keep on walking and now that winter is here and the roads are slippery someone is going to get hit.

I agree, I have waited up tp 20 minutes to get through the flow of kids crossing 2nd ave. Majority I have seen do use the crosswalk section but the trafic get caught with no way to stop the flow of kids. I like the crosswalk lights, it would be a start anyway.

i agree there is a "big problem" here....i think a sky walk would cause problems with kids throwing things over at traffic not to mention jumpers etc, god forebid maybe a crosswalk would work but only if its used..some kids may not wait for it??...who knows maybe a fence would work??...the one on 2nd ave seems to work??...but it was verry costly gee just 17000.00 just to re-paint it...(wish i got that contract)...a chain link fence i think would work

I think a pedestrian overpass is required there.

In addressing this issue we should be looking at who is responsible for the young people.

Take the cross walk out of there, and make them cross at the lights like I had to when I went there, never problems like there are now, Why spend all that money so they don't have to walk a whole half of a block !!! Even if you put lights up there , only a handful would follow the rules.

these kids are like hearding sheep or cattle. I have waited for 15 mins for these "kids" to cross the street. they just walk out, don't look, and they go one at a time! they will hold traffic up for the entire lunch hour! something needs to be done with these "sheep"

You think a post on panow is going to stop teenagers from not breaking the law? And what is the city or school board going to come up with? Have a presentation that the students will sleep through? Give a gold star to people who follow unwritten rules? J walking isnt illegal so actulay the students are following the rules. Maybe just be a bit more aggresive and only slow down and honk at them.

and the City Police Chief even one time directed drivers to NOT stop for JayWalkers, as it can cause far more issues.

I, personally, do NOT think it irresponsible to Expect students to follow the Law. In fact, I believe this is something that needs to be covered in the schools Each Month in a briefing.

To the thinker regarding your comment about Jay walking being illegal in PA , I would have you know there is no BYLAW regarding jay walking in PA . The city council has not past it yet and I challange you to find it in the bylaws . Too many people state stuff on this sight who have no clue what they are talking about . Yes, we do not specifically have a JayWalking law... but we have enough laws to enforce, that could be used to prosecute pedestrians who obstruct traffic, regardless of how you word it.

Thinker for one thing you are wrong regarding the provincial highway act covering 6th ave because the city has declared that not to be a highway .I am thinking you didn,t read it because that section is dealing with vehicles obstructing traffic on side walks and the street , you definatley are way off track and posting comments that are so ridicules it is funny . Do you even live in the city , also just thinking , if you want to cross the highway do you have to walk until you find a cross walk or just run across if there are no cars coming . Just wondering .

You should be because if you actully read the by law than you will see what it says , and if you read the front of the by laws it has all the definitions , maybe you should try that , do you read a book by starting in the middle .It seems it dosn't take much to be wiser than you , and I would imagine the city police refered you to that part of the bylaw act because that has to do with traffic so go back and read it and you will wiser for it and stop bothering our police oh and we have a bylaw enforcment team in PA with a seperate office , phone them with your silly questions .

Thinker: Always enjoy reading your comments but have to side with Guest writer on this one. P.A. is only now contemplating an actual jaywalking bylaw. Not sure why it is an issue all of the sudden but apparently it is. They do have other bylaws that they can use that are a round-about way of giving a jaywalking ticket, but there are no actual jaywalking bylaws (which I guess sort of goes with your point about how they can ticket but it doesn't actually use the word jaywalking in the bylaws). See, I just proved you right after all! No need to thank me! :)

I have read the bylaw, but I am not sure what section you mean that I should read. Please post the relevant section there too please, as if you are truly wiser than me, you should be able to find it and post for all to see, as I cannot find it.....

there is a Blue Highway Marker Sign by Superstore that reads: 3 East... that would tell me that the City has NOT designated 6th Ave as NOT a Highway. So the Provincial Act would apply also.

also, I don't think JayWalking bylaws are really a good thing. Read Saskatoon's and you will see that you cannot even legally walk across your residential street to visit a neighbour.

I honestly believe if the Laws as they are now are enforced, things would improve. adding another bylaw that will not be enforced does nothing.

Ha HA if you look at the city map you will see the provincial highways stop at the city limits , if you look at the definition of highway in the act you will see that at the bottom it states , does not include a place declared by council not to be a highway . So if these are all provincial highways with in city limits where are the provincial snow trucks and highway workers repairing our roads ha ha . They can only use that if the person gets hit first , in no way could this stand up in court for jay walking unless they walk right out in front of you and make you slam on your brakes and stop you or like i say hit them . I am the one thaat told you about the by law office and of course they are part of the police force , if you want to know they are people waiting to go to police college to try and become real cops . I have had the jay walkers put out their arm and do the old shuffle across the street in front of me and thats life in PA , they would not be able to pay fines anyways . Petition your council person and see how far you get .

if you drive Hwy 55 form the pulp mill to the city, you will see DofH using plow/sanders well within city limits. also, according to City Hall, for grass cutting, the city is only responsible up to Pederson Place, DofH is responsible after that.

ha ha in response to your blue highway markers , they are a route marker for people driving through the city , as you will see at the bottom of 6th ave hill highway 3 west and highway 2 north and 302 east . Drive down marquis roead and look up at the signal lights and you will see a sign that says 6th ave east, not highway 3 north just saying ha ha . So is it 15th st or all those highways , because that would be confusing .

and what is your response to Highway 55?

OK I was stopped for a young lady at this crosswalk today shortly after 3:00pm and luckily I checked my side mirror befor she stepped out from in front of my truck. Now most would expect a school bus to respect this crosswalk but bus #60 cruised on past me and didn't even slow down. If I hadn't honked my horn to get the young ladies attention we would have read about it in the headlines of PA Now and she would be another statistic. The car behind the bus stopped and the girl made it safely to the sidewalk but she sure looked a lot more nervious about stepping out past my truck after her close call. She wasn't J-walking and I stopped for her as is required by law and even thought the bus driver couldn't see her in froint of my truck he/she should have figured out that a truck stopped at a crosswalk means someone is probibly crossing. This really makes me wonder about the quality of drivers the school board employs.

try cab drivers, delivery drivers....

perhaps one should straddle the lanes so vehicles coming from behind have to think about what is going on before they pass..... just a thought
