Dead tree was cut down during the winter months but all roots were left behind along with a pretty big hole. I thought it would be taken care of in the spring but hasn't been yet. Will the roots at least be removed? I would hate to see someone get hurt or break their ankle.

I called & left a message w/City Hall yesterday 10/28 but haven't received a call back. I called in regards to the tree directly in front of my 2 family. Every windstorm, pieces of the tree break off and the last storm a big branch fell and dinged my car. Pieces were hanging and I called the city and they came to trim some of it. When the winds get rough, we try to park down the street to avoid the falling branches. The tree is basically dead and has become a hazard. I'd like to have it completely removed, if not, just all the branches and just have the Y shape left.
I live on 1st floor but am not the landlord.

tree branches are so low that parked cars are getting hit by tree branches on the street and its very low over driveway so that branches are hitting vehicles when pulling in and out of driveway
