The right lane of west bound Phalen has been blocked for a week now. It is always backed up coming over the RR bridge due to this lane closure and cars being backed up due to left turn lane. The closure makes no sense never has anybody been working in the right of way for the duration of closure. Is there something that can be done to open this back up. Also the East bound traffic at L'orient is a cluster in the afternoon rush due to the right lane being closed also. No work has been done here either.
