The spot is a smidge further south than where the marker appears on the map.

It's directly on the corner of Union and Water on the west side of Union. You can walk down Union from Chapel on that side, but you have to walk in the road or cross over to the other side (next to HSC) to turn right on Water. It's so overgrown, that it's impossible to get through otherwise.

I know the spot you're referring to, and not only is it impassable by foot, try getting luggage through it on the way to the train station! I hope we can find out who can help clear it.
