Sharraxaadda

The culvert under the on-ramp from westbound Haywood Lane to westbound I-24 has been blocked up for several months, causing water to pool and to flow across the ramp. When the water is deep enough, the ditch is completely concealed. This caused a car wreck yesterday (04/28/2014), when a driver tried to make a left turn onto the ramp, and found out the hard way there was a three-foot-deep ditch beneath the "puddle". The water flowing across the ramp also causes a hydroplaning hazard.
