I have read the comment posted in issue # 10523874 and I do not see where it is stating that enforcing truck traffic cannot be enforced, only that they need to be properly administered following section 4907.
"Failure of a local authority to properly administer, adhere to or enforce the substantive requirements of this chapter and the department's regulations shall subject the local authority to penalties set forth under section 4907 (relating to penalty for violation of chapter)."
4907 (b) States "Restrictions based on traffic conditions.--The Commonwealth and local authorities with respect to highways and bridges under their jurisdictions may prohibit the operation of vehicles and may impose restrictions as to the weight or size of vehicles operated upon a highway or bridge whenever they determine that hazardous traffic conditions or other safety factors require such a prohibition or restriction. School buses, emergency vehicles and vehicles making local deliveries or pickups may be exempted from restrictions on the use of highways imposed under this subsection." Living along this street where there are no sidewalks and excessive speeding I would very much agree a safety factor exists.
Further more, as stated in my last response Title 75, Section 4902(a-b), municipalities have the authority to restrict vehicles by size and weight based on highway or traffic conditions. Typically, a study must determine if these restrictions are warranted, but Act 31 waived the study requirement for local authorities to restrict STAA vehicles on local roads.
So again, this feels like the township making excuses as to why they can't resolve an ongoing issue. For five years I continue to address these concerns and no resolution has been reached. Why is there so much resistance to addressing safety for residence who live along this road?

§ 233-18. Vehicle weight limits.
It shall be unlawful for any person to drive any commercial vehicle or other tractor, trailer or tractor-trailer combination having a gross vehicle weight in excess of that respectively prescribed upon any of the streets or bridges or portions thereof, described in Schedule XII (§ 233-53), attached to and made a part of this chapter, except for the purpose of making local deliveries on said streets.
§ 233-52. Schedule XI: Closing of Certain Streets to Certain Vehicles.

In accordance with the provisions of § 233-17, with the exception of vehicles making local deliveries, it shall be unlawful for the owner or operator of any truck, commercial vehicle, tractor, trailer or tractor-trailer combination with a gross vehicle weight in excess of five tons, to operate such vehicle on the following Township streets or parts of streets thereof:
