Description
In late winter/early spring 2021, this single-family home was receiving a remodel when a "cease and desist" sticker was placed on its front door. When work resumed, drastic construction ensued, including a full-height addition. House is still unfinished, and property is zoned R-1B. Front lawn was replaced with a gravel parking lot. Resident has a fleet of matching white vans in front, often more than a dozen. Some vehicles are parked overnight and in the morning. The business is related to roofing and siding, and/or HVAC, as very long extension ladders are on top of the mostly “unidentified with a company name” trucks. Dumpster on right rear of new addition seems to be permanent and contains various construction materials. Location is on a narrow and busy part of West Chestnut Street not zoned for a business.

I am familiar with this property but I believe the address is 540 w.chestnut. I will try to address these concerns with the following:
1.) All present work (addition, vinyl and roofing) are legally permitted and current.
2.) Currently the property is still in compliance with the "green space" ordinance. This is in regards to the front yard (gravel). As long as at least 25percent of the property remains "green" ie.. .grass or plantings. The city cannot enforce the code.
3.) They can't however park vehicles on the graveled areas. I will monitor the situation and bring it to the owner's attention.
4.) As far as running a business out of a residential home (zone) I will again investigate the matter and bring it to the owner's attention. If this allegation is found to be true the owner will receive a letter to cease and further fines will be levied.

540 West Chestnut is zoned as R-1-B (single family residential). Property card lists it as 1 unit, NOT multi-family. It has 4 bedrooms (8 rooms total) and 1-1/2 baths. There are many people living there with more trucks on the weekend, overnight parking, than reasonable for a single-family residence. The situation is worse than one year ago so they are ignoring whatever the City told them when this was first reported. The owner of the house has a construction business. and those trucks are all connected. Some vehicles are non-identified, others are. They also park some behind the house now, too. Within this residential area they use the gravel as a commercial truck parking lot. I see that this is acknowledged by the Building Department and hope an update will be posted.
