Then move, obviously these people are in dire straits but you've got it together enough to buy beer. How about you stop buying beer, save up your money and, wait for it, MOVE! The only way the city government is going to do something about it is when all you so-called upstanding citizens start making tracks. If there's no one with a job left to pay their salaries, I guarantee you, only then will something be done.
