Thank you for reporting the issue to the City of Bridgeport. From what we understand, the smell of oil on the outside might be attributed to now that the cold weather is here, and people are using their boilers/furnaces, that might be what is permeating on the outside. The new state regulations for a few years now is that all furnaces must be exhausted outside to prevent the built-up of carbon monoxide inside the structure. However, if you continue smelling a strong odor of oil, please call the city's Emergency Management Office at 203-579-3822 and report it.
