The traffic lights coming off of Fountain (where it merges onto Whalley) have had plastic bags around them for years. The pedestrian signals also do not work (with bags on them). There people who speed excessively off of Fountain and do not yield before entering Whalley. What does it take to get these lights working on an entrance MAJOR boulevard!? Why spend the money to put lights in if you don't get them working correctly????
