I hope the Oakland City Attorney's office will go after the owner of the home. It looks like it was last sold 1/24/14. Regardless of whether the owner or a tenant did this, the owner should be fined.

You are right David. I (we) pay thousands in property taxes when some let everything go to crap, don't pay their taxes, mortgages, don't take care of "their" properties. This attracts vandalism, squatters, blight,...and it takes the city and county years of paperwork to go nowhere!
A few years back, the city council passed an ordinance sayong that banks must maintain homes that are foreclosed AND homes prior to actual foreclosure, meaning there has been a notice of default. Scroll down to read the article:
Thing is, this is not being enforced. We pass ordinances, there are articles in the paper saying how this will solve the problem and then there's no follow through, no accountability.
Did you see this article on Kaplan giving her speech amonst the illegal dumping?
So what was her plan to curb illegal dumping. Hiring more staff to pick it up? And the money will come from where? We saw that when dumpters were put out in Desley Brooks' district, they were rapidly filled with bulky waste. A lot of people cannot afford dump fees or to pay for a small job truck and are renters in larger buildings who don't qualify for a free bulky waste pick-up, so they dump on the street. I'm not saying there aren't ammoral scofflaws who deliberately dump waste on public streets to avoid paying fees and idiots who dump trash right next to waste receptacles that aren't even full. People were littering at the lake because there weren't waste receptacles near their area or because the receptacles near them were full. Studies show that the average person won't walk more than a dozen steps to a trash can.
We need to address the different reasons why people dump and treat them accordingly.
