This is increasingly common in Hartford. It's an unfortunate consequence of a green city. We can all help reduce the numbers of these critters by making sure that we & our neighbors don't leave food outdoors for our pets overnight & that any trash is placed in the proper containers.. I will say however (as a neighbor to Goodwin Park) that trash & food left exposed in the parks & playgrounds leads to booms in pest populations. As of now we have seen skunks, opossums, red foxes, wild turkey & deer - - ON SOUTH STREET - - IN HARTFORD! The razing of Cedar Mountain hasn't helped things any.
All that said, I sympathize, good luck getting anything done on that skunk problem.
