Thanks for the report. As noted, Bucsit Lane is a privately maintained road in this vicinity. COBI does not generally trench for power, as that is a Puget Sound Energy function exclusively. In this case, PSE would not be required to file a Right of Way permit for utility work in this road as it is not COBI Right of Way (nor are ROW permits required to be posted). The trenching pictured does not appear to exceed the thresholds of 7000sf of disturbed earth surface nor 800sf of new hard surfaces installed, which would require a permit subject primarily to erosion control requirements. Recommend you contact PSE or the property owner who requested the electrical install work for details on their restoration/backfill plan. If the potholes noted are within the section of road that is privately owned and maintained, then the maintenance responsibilities are outside of the COBI jurisdiction.
