It would not be illegal. Just like it's not illegal to change someone's tire when they need the help. What you SHOUlD do is call the RR and make an arrangement to get permission to cover the graffiti up in Newnan. I'm sure they would welcome the help. There is no criminal intent in the act of covering up offensive graffiti for the good of the community so it is not a prosecutable crime. What's the hold up on the other privately owned properties that have graffiti issues that have been reported? It's been MONTHS.
