Due to the fact that a Bill of Sale is no longer required, I did not have one and therefore cannot have my excise tax abated? I hereby request another solution to this issue as it's unfair.

For a private sale of motor vehicle is simply signing the back of the title and giving it to the new owner. I do not and did not at the time of sale have copy machine. I have no way to prove I no longer own the vehicle I believe your policy regarding this is out of date and needs revision. I am requesting an abatement based on the fact that the plates were cancelled on the MA RMV site and the plates were destroyed. Please advise. I appreciate it.
