Building Department-Electrical Inspector Sean Masi's Note:
Requested by FM to assist on Safety complaint. Original complaint was loss of power and no evidence of a meter for the tenant indicating the possibility of an illegal apartment. It was not an illegal apartment and the meter location for unit 21 was so heavily damaged that the meter was removed the breaker burned beyond repair and feeder wire was spliced and run to House Panel (ALL DONE WITHOUT PERMIT)
Witness multiple violations including but not limited to open wiring in ceilings of hallways
Open splice and terminations on hot water heater
Open disconnect switches, panel covers screwed shut
LV wiring run in unlisted assemblies Entire security camera system has been installed.
Sheetrock being replaced without permits due to mold
I informed the representative Ms. Stephanie Shlomit of Mandy Management (203) 980-8911 that the appropriate permits would be required for the repairs.
Unit #21 occupied by tenant Carmilla Burroughs 203-275-7460. Ms. Burroughs feels she had her power deliberately turned off and then workers were instructed to screw the panel cover shut with sheet metal screws. When she inquired about the outage she claims that Management informed her that her power could be restored if she paid an increased rent. She had not been paying utilities since 2020 when she moved in and was under the impression that the utilities were included. Even if she wanted to have her own meter she couldn’t unless the building electrical service meter bank was repaired or replaced to allow it.
Unit #26 had sparks coming from the thermostat and unit was replaced by an unlicensed handyman who additionally replaced an electric heater and replaced 240v circuit breakers. Tenant name Harvalene “Nina” Brown 475-419-5253
