Would also like to add: even though the number posted by Erika would give the illusion that it is located in Manhattan, the number is forwarded to an office in California. The employees there keep rather 9-5ish office hours which means they are unreachable in general, but almost always before noon local time. I also want to thank you for your help.

I just spoke with Paula at Keystone Management. I told her about your complaint and that the building appeared on the local TV news:

She says the chronic problem of no heat or hot water in the building is due to an old boiler that breaks down often. Maybe they can be encouraged to replace the boiler?

We are keeping this issue open because even though the management came the night of the news story to turn the boiler back on, they must have reset the timer so that since then, we have only had heat from the hours of approximately 12AM - 2PM. The heat shuts off at 2PM so by the evening hours it is extremely cold again (temp. falls below legal limits)- we do have hot water 24/7 though. This is the type of conduct that is typical of the landlord and is difficult to combat. A housing inspector who comes in the morning would see that we have heat, however, by 8PM it is frigid again. Have called super and no response. What Paula told you is inconsistent with what she has told me previously and is inconsistent with what boiler repair people have said. They both have stated that there are "tubes" within boiler that keep breaking and when one breaks, it causes a "leak" which makes the boiler shut down. Rather than replace all of the tubes, the management will only allow them to replace the one that is broken, so this will keep happening until we cycle through all of them. Boiler repairmen have stated that our boiler, besides the "tube" issues, is in very good condition.
