Deskripsyon

At this alley intersection water is constantly bubbling up from a small covered manhole. The water runs all the way down the rest of the morewood block until the fifth and morewood intersection where it goes into a storm drain.

Might be a blocked storm pipe. But it is always running, so might also be a broken water pipe.

I'm told this water shut off valve (?) has been leaking profusely for 10 weeks now! Last summer there was a problem on my side of my water meter, I got a $1000+ bill, and the board wouldn't concede a nickel of it. Now look at this waste on their side of the meter! Penny wise and pound foolish for sure!!

I'm adding two more pictures, one a close-up of the water gushing out of the access port, the other a distant-view of the stream running down to the storm drain where Morewood intersects Fifth Avenue. The situation -- water running out of the source and into the drain -- reminds me of the scene in Catch-22 where the IV-drip and urine collection bag are periodically interchanged. But that's exactly PWSA, isn't it?
