Complete Streets policy states that “the County shall
work proactively with the State of Maryland,

plans, facilities, and accommodations that further the
County’s Complete Streets policy.” For capital
projects that involve State roadways, the Designer
shall work with MDOT SHA to incorporate the
Complete Streets provisions of this Manual to the
extent that MDOT SHA is able to do so.

Thank you for bringing this to our attention.
You are correct in pointing out that Howard County and the State of Maryland work together proactively on projects to the extent that both parties are willing and able to accommodate.
The project you are pointing to is a Maryland State Highway Administration Capital Improvement Project that is designed, managed and coordinated by the State. Although there is some coordination on this project, the State is working on their roadway within their right-of-way and requires no direct approval from a subordinate jurisdiction (again, even though there is coordination and mutual respect between the two parties).
Further, I believe that this particular project was through the design and approval process prior to the Complete Streets Manual being adopted and complied with all of the applicable standards and specifications at the time of design and approval.
I would encourage you to contact the Maryland State Highway Administration directly (as directed above) with your concern within their Capital Improvement Project and any issues you have associated with that project.
Moving forward, I hope you are able to get the help you desire, from them, regarding your specific issue.
