traffic light on a timer and sensor seem to be not working. Main traffic on 138 sits a red light. while there is no traffic on Mount Zion. then timer goes thru sequence of turn light then finally green for main traffic. Most noticeable in the early hours from 12am to 5am. Would be nice if the light is green on main 138 traffic all time then Mount Zion traffic sensor work instead of the timer.

I do not work for the city, but I used to work on traffic lights in another state. Each direction of controlled traffic, or "phase", has a minimum and maximum time programmed into the controller. Normally the controlled direction never gets a green light until the metal detector puts a "call" into the controller on that phase. If a metal detector's sensor in the pavement (a simple loop of wire) fails, that phase will place a constant "call" to the signal controller and that phase will always stay on for it's maximum time, as opposed to being called only when cars are present. The phase can also be manually set for "minimum recall" or "maximum recall" if there is no detector or the detector is broken.
The maximum time is normally determined for rush hour to clear the direction that it is controlling. During the opposite rush hour, or day time operation, that maximum time is probably too long.
The metal detector loop wires are probably broken causing the constant call which would have to be re-cut into the pavement. I would suggest to the city of Stockbridge that they place that phase in "maximum recall" and decrease the maximum time until the city can re-cut, and replace the loop wires.
