I don't think the light should be turned back to a blinking yellow. While it is creating a longer wait to those entering the intersection from Fountain, it creates a safer merger of Fountian onto Whalley. Maybe it would be better if the timing of the lights were re-examined to create a better flow during high traffic times.
But that only helps the safety of pedestrians. Many vehicular accidents occur at the corner of WestRock and Whalley due to a car entering from Fountain quickly as a car from Whalley tries to move left so it can make a left hand turn onto West Rock. The majority of cars do not yield the right of way to Whalley traffic when it has been a blinking yellow. Especially at high traffic periods of the day. Ultimately, the entire Whalley, Fountain, West Rock intersections need to be completely redesigned.
Currently they have added the pedestrian signal button you mentioned and the light stays green unless a pedestrian pushes the signal button. While this eliminates the traffic back up on Fountain, it seems to now give cars merging onto Whalley from Fountain the sense that they have the right of way. At least with the blinking yellow there was some form of yield warning to cars approaching Whalley from Fountain.
I believe this whole intersection is up for redesign for all of the issues stated above- that being said- Is this a State DOT light or a City signal ??
I was so surprised yesterday to see this traffic light on Fountain St. back working. This traffic light has been the source of problems for years. Twice before it was changed from a blinking yellow light to a regular traffic light and both times it was quite awful. There was a line of cars stopped on Fountain, other cars on Central Ave. could not get through the intersection in any timely manner. It was such a relief when the light was changed back to a blinking yellow a couple of years ago. I can't imagine what made traffic and parking change it a third time to something that works so poorly.
Signal Division verified the operation of the signal is working in accordance to the STC approved traffic plan. The signal was reactivated to provide protected pedestrian crossing of Fountain . The only time traffic is stopped is when the pedestrian push button is used.
