attention Mr.Pitts code enforcement., one day after you closed this issue informing me the owners had cleaned it up and this is what happens. The dumpster is in a bad location...it is too easy to empty your vehicle and make a quick getaway up Rice Mill. Either relocate this dumpster, or place a larger one for people to just dump their trash. Or perhaps place cameras or officer's to run up on a few of the violaters and issue tickets and maybe then the word might get out and slow this activity.
