This is an abandoned property that is a nuisance to the neighborhood. If the city is going to refuse to foreclose on it because the property value is low, it needs to at least provide regular maintenance. Stop allowing blight to swallow up the neighborhoods your taxpayers live in. This has been a problem for years, and it is shameful.
