The light will never just change because someone pushes the button. It has a cycle to perform before it changes.

This is a single-purpose signal. It is only there to provide a safe crossing for pedestrians - the next nearest crosswalks are 5+ blocks in either direction and the traffic on Red can be heavy and over the speed limit most of the time making it very difficult to cross. There is no reason for this light to have any sort of "cycle" there is an identical signal on Blue a block West of Red and it switches the traffic signal to Yellow almost immediately after the button is pushed.
This light on Red at 45th can take as long as a 1.5 to two minutes before the light changes - if you have not recently spent two minutes watching cars sail past when all you wanted to do is walk across 25 ft of asphalt, please go and do so before making any comments on that. Suffice it to say, it's long enough that almost NONE of the people taking their kids to school there are willing to wait so they end up taking there chances with distracted and speeding drivers. Two minutes is long enough for most folks to assume the signal isn't working. I will contact 311 and see if the city can adjust this.

Noticed that the county fixed this, but only for the morning school hour - so if you push the button around 8am on weekdays it instantly changes the light, not in the afternoon however! I called 311 again today and they promised to have "them" fix it :) (service req.# service req. # 272501)

UPDATE: still the same - works instantly in the morning for about an hour, but the rest of the day/night there is a random and often quite long delay between button push and light change - no good reason for this delay. Called 311 again, filed a service request specifically asking to have the delay removed and the button trigger the light change immediately. service req. # 1300040605

Progress? Spoke w/ a Mr. Ogle in FDOT Dist. 6 in Traffic Operations - they are in charge of signal timing. We had a conversation about the light and he has agreed to look into it. He was telling me that the signal had to have a delay to keep it synchronized with the other lights on Red (at Bird and Blue) - I pointed out that there is no delay in the morning school hour. He told me that during that time the light is "free" meaning no delay. I pointed out that the very similar crossing on Blue near 58th is "free" all the time and that it would greatly improve pedestrian safety in this residential and school zone if the Red crossing was also "free" all the time. Again he said he would "look into it" I'll keep this post updated.
