Every Tuesday and Thursday a group of over 20 paddlers practice in foster city and launch from the dog park on Foster City Blvd. This has been happening since last year (see images of posts).
These paddlers are not residents (see pic for proof) nor part of the Bay Area Dragons Dragon boat team that pays regular fees to launch boats from Foster city.
If a group of more than 5 paddlers launch that are not residents - they should be asked to pay fees or be fined as priority should be given to residents that live in foster city.
This group of paddlers cause a lot of noise, do not follow the rules of the waterway paddling in the middle of the lagoon (as seen in pic), paddle after sunset without lights, and with over 20 paddlers there is no parking at the dog park for foster city residents to use the park or launch dock.
Please immediately address this issue and either send a notice San Francisco Dragon Warriors team to pay launch fees with priority given to foster city residents or fine if they do not have a launch permit.
The San Francisco Dragon Warriors Drafon Boat team also charge these paddlers a few of $10 for a drop in session here in foster city (see image attached).
This is causing a lot of issues for everyone in foster city and not fair for teams that pay a launch fee to use the amenities that Foster city offers it's residents. We hope you will immediately address this issue.

We require groups larger than 24 in a park to obtain a park permit which we have applied to water users as well. Requesting to change that rule to 5 non-resident paddlers would require a change in city policy and the ability to have rangers or security monitoring the lagoon.
We have reached out to San Francisco Dragon Boat Warriors team in the past and they are familiar with the city’s guidelines. If a group of 5 paddlers from that group (or another group) practice on their own on the lagoon, it is allowed. No group can hold large practices or events without a permit. We have reached out the group again to ensure they are following the rules.
