Isn't the fenced off area under the bridge considered restricted access property? Why couldn't the county summon police and have the perps charged with criminal trespass as they would be if they were to vagrant camp inside the Multnomah County's employee parking garage at 501 SE Hawthorne, or inside the fence of a substation?
