Description
Poor drainage has plagued the sidewalk on the east side of Columbia Road north of Rams Horn Row since its original construction. There is a current project to repair community sidewalks; areas along Gray Rock Drive were just completed very well through the County’s efforts. Request the County examine this section of sidewalk for potential drainage improvement. With the project happening, this might be a good time to craft a durable fix. The bordering HOA planted some new trees, but additional measures would help. Mitigation would allow pedestrians to remain on the sidewalk versus walking on the roadway to avoid the persistent mud and puddles.
The adjacent hillside drops 8-plus feet over circa 30 horizontal feet to the sidewalk. Pictures were taken in the afternoon on 1/13/23. About 0.35 inches of rain fell the night before from CoCoRaHS. GPS coordinates: 39.248040, -76.842849.

Good morning - the provided photos show that the hill above the sidewalk is eroding. This is likely the source of the dirt on the sidewalk.
In any case, removing dirt and debris from the sidewalk is the responsibility of the abutting property owner(s) as outlined in County Code 18.402(a).
