While I understand the inconvenience and eyesore of commercial vehicles being parked on Hickory Ridge Rd as described. I would suspect posting these lanes as 'No Parking at Anytime' would hold up under law, unless one can cite a statute where this is the case. Under Maryland Law, Bicycles have the same right-of-way on any street or road not prohibited to bicycles, as other passenger motor vehicles. Bicycles also have the advantage of exclusive access to bike lanes as 'protection' from other moving traffic on the roads, and motor vehicles can't use them as a traffic lane. That DOES NOT mean a vehicle cannot legally park on curb space adjoining a bike lane UNLESS, there is a bike lane barrier that would otherwise block access to vehicles other than bicycles. In such cases where a vehicle is legally parked, since the bicyclist has equal right of way to the greater street, the rider need only clear traffic from the rear or front, and go around the parked vehicle. Again, I understand the issue of commercial vehicles, but some residence use commercial vehicles as their work transportation as well ... This has been a complex issue for Maryland Department of Transportation, and I'm sure there will be some rows to how before the mess is untangled.
