In the culvert that flows between Blanchard's Liquors and the Texas Roadhouse, there is an enormous number of plastic trash bags along with other debris. This may be the responsibility of Westgate Mall jointly with the city but it is a disgrace! In general. the perimeter of the mall should be cleaned regularly by the mall management!
