The owner or caretaker of the Nissen Building on Washington Ave operates a bobcat on Romasco Ln (a public street) to clear snow in early morning hours, disturbing residents sleeping in their houses with the loud rumble of steel treads on pavement. Other snow clearing vehicles that use rubber tires do not cause the houses to shake in such a manner.
It is a multi-track vehicle operating on a publicly owned street within the city in violation of Sec. 28-241. Please advise the owner to confine operation of this vehicle to their private property.

Due to limitations caused by traffic and parking lot issues, owners of commercial properties (including apartment buildings) are allowed to plow, conduct trash removal and take deliveries during off hours and are exempt from the noise ordinances as outlined by the City of Portland.
The caretaker for the building is cleaning both the front of the building, facing Washington Avenue, and the back of the building, facing Romasco Lane. The bobcat is the vehicle which fits in the small space in Romasco Lane.
