This vegetation issue was addressed by the City's Engineer who has the proper knowledge of compliance dealing with traffic view hazards on 8/1/2016. A code violation notice was issued for the vegetation creating a view hazard.

It appears that our lousy councilman Chip Smith, smith muddied the request because he doesn't like honeysuckle. I do believe this complain is about a sidewalk that needs modernizing, not some shrub trimming request. Chip, Don't you have some deer to torment somewhere?

The city is planning to add this location to the Capital Improvement Plan to secure funding. There will have to be a full design to improve the situation.
That article refers to the Third/Krause corner as "costly". How costly? Unknown. And there's no sign of that corner being called out in the CIP, which you'd need to do if it's going to be costly you'd need to budget for it and not just lump it into the cheap stuff that can be fixed with signage.
This issue has been brought to our attention again, and we can appreciate the frustration. It is expected to be added as a project to the Capital Improvement Program for budget allocation in the next cycle.
