Hi Dominic, I have 2 neighbors that started doing this. There are a number of possibilities why they do this: They do not want to carry trash thru their home from their back yard; they sit in their yard and do not want trash where they sit and eat, or it's just easier. If the properties are rentals the tenants may not have any other place to store trash. I do not like it either. You can suggest to them that they use the alley to store and then to put out their trash. You can call 311 if the trash is not in a secure container with a lid and up against the house. I suggest you talk to your neighbors first though. If you want to pass out some brooms and bags to encourage a clean sidewalk or if a block party might help in building community we can help; email us at lomophilly@gmail.com. Sometimes adding planters and cleaning up encourages people to step up their game. No promises though.

Greetings Dom, I would suggest you notify 3-1-1 regarding the rubbish issue. The fastest way to get action is through the 3-1-1 app.
Thanks for being proactive !
Best,
