California Penal Code § 374.3 PC defines the crime commonly referred to as illegal dumping. This section prohibits the unauthorized disposal of garbage, waste, and other matter on public or private property. Human waste, waste water, Oil, antifreeze, etc.
The dumping is originating from the trails on top of the levee and the spit of land dividing the North and South of the Historic White Slough lagoon are occupied by RV and other vehicles.
Please mitigate this environmental damage. Consultation with Caltrans and California State Lands Commission is required as City of Vallejo is responsible for maintaining this area under the AB719, section 5.1. Maintenance cooperation between all of the agencies are clearly necessary. Thanks for addressing this!

Assembly Bill 719, the White Slough Protection and Development Act, was enacted in
1990. AB 719 provides a unique avenue for resolution of all the issues by mandating an integrated and coordinated approach to the planning of improvements within the Vallejo waterfront area while enhancing the ecological value of the area.
Transients have taken over shoreline public access, which is now in conflict with wetland protection, the vehicles and persons occupying the White Slough planning area for recreational and educational purposes are polluting the waters that flow in and out into the tidal marshes of the Napa River.
Relocate, if necessary, the existing homeless facilities in the area to prevent infiltration of tidal waters and damage to wetland habitat from human waste and waste water pollution.
