Street light is still not repaired

In September an Ohio Edison repairman knocked at my door wanting access to my back yard to check the connection for the street light that he had noticed was burned out a few days prior. He told me that I really should have notified someone about this issue. Of course, needless to say, I found it very annoying considering that this issue has been ongoing for YEARS and I have complained numerous times. I told him him that it was an underground issue but he insisted on checking the pole. After he backed his truck into my driveway and checked the wiring, he drove off without another word. I guess it will be another year or 2 before someone "tries" to fix it again.
