Now he's on 224 3rd ST. He'll always be on or around this block.

So, turns out the owner does live here. His roommate gave him a visitor's pass so he doesn't have to register his car. And he's still parked here...

Seven weeks now without enforcement.

Bro, it's been more than 7 weeks. This guy's gaming the system. The problem is that the visitor's passes have no serial numbers or trackable bar codes so they're not logged. When the parking officers drive by and see a visitor's pass, they probably just assume it's the first time they've seen it since they see so many on any given day. That allows the violators to fade into the gray.

Tomorrow makes eight weeks (at least). Please enforce.

Vehicle still has not moved. Even if it got a ROSA exemption it still has to follow the rules of the RPP. It's been allowed to park for free 24-7 for 10 weeks without being registered/no permit.
