Description

Many trash and recycling cans continually lining the sidewalk. Has bissonnet paid the city an encumbrance fee for using the city sidewalk to store his garbage? As far as i know, businesses are required to pay encumbrance fees, oh wait, storing your trash on the public sidewalks is illegal... for most people.
