It is quite clear to all District residents that DPW is ill-equipped and severely understaffed to attend to ongoing, constantly irritating problems such as this.

I find it easier to remove these illegal posters as fast as they are put up. It's immensely gratifying to immediately eliminate the eyesore, and know that these companies won't be generating any business from residents of Michigan Park.
