There are people walking down Saint Charles pl with unleashed black dogs in tow. They are coming from the Spencer Cir.area. Not only do these unleashed animals aggravate my fenced in dogs as they pass by but they follow their owners out into Rocky Creek where cars have to stop and blow their horns. Last I checked there is a leash law...can we please enforce it 🙏
