Glad to see this issue raised. Double parking is a constant problem on 4th between I and M, especially in front of the dry cleaners on the west side of the street and Safeway on the east side. Some one should look into why an entire half block of parking was removed for the construction work on the west side in January but yet to be utilized for the project. That could be aggravating the problem.
