Stolen car found but we have questions. A neighbor tow truck driver said he "found it with a sticker" and so he took it. He has it in his possession and said he is saving us money by selling it to us for $100 vs getting a ticket from the city. We don't see a sticker on it and haven't received anything from the city.c
