Update from the Codes Compliance Department: No ordinance would prevent someone from sleeping on the grounds of private property with the owner’s permission. The City of St. Petersburg strives to meet the needs of people experiencing homelessness while balancing the rights of all residents to have a safe, clean community to enjoy.
