The Building Official sent an email to ECID asking them to reach out to the contractor since this is in the ROW.

Update provided by Engineering ROW Permitting - This sidewalk is a temporary condition for the duration of the construction at the Julia to allow for pedestrian access along 1st Street North. This will not be the permanent sidewalk condition, but it is an acceptable temporary condition required due to damages incurred during construction. Thank you for using SeeClickFix St. Pete!
