You won't get entry because it's a vacant property.
I'm not sure what entry you need to see the window and assess the danger if I can see it from the street.
I included two annotated pictures, I couldn't have been clearer because I thought someone could get hurt, but here we are two weeks later.

This house was sold back in August. The inspector should send some sort of notice, warning, violation to the "new" property owner at the very least.

Initial complaint did not indicate building was abandoned . I called number provided left message for you to call back. We do not handle abandoned buildings Jersey city housing preservation does. Please contact housing preservation 201 547-4821 . My office will notify them as well

The Fire Department has marked this building with large red square signs with a big "X". Doesn't that mean the house is vacant?

Here's the picture I included with the original complaint. I don't think any mentally competent individual could look at this image and conclude the house was occupied, yet it took Rocco two visits to conclude this and decide it wasn't his problem.
One month on from reporting this, a sheet of glass is still dangling precariously above the sidewalk.
