That actually looks like a water valve box. If the opening is approximately 7 1/2 in diameter, it is more than likely a water valve box. Sanitary sewer manhole openings are round and approximately 24 inches in diameter. Storm sewer/drain covers are long and rectangular, usually located in curbs.

I was using man hole cover as a generic term for lack of a better word. I was confident that the city could figure out the size based on the visible cup.
